Jabalpur: The matter is between two state governments, but the pensioners are suffering. Due to differences between the Madhya Pradesh and Chhattisgarh governments, about 4.5 lakh pensioners are still 12 percent behind the serving employees in terms of dearness relief (DR). Because of this, they are incurring a loss of minimum Rs 850 to maximum Rs 12 thousand every month.

Now let’s understand the screw of this matter. On November 1, 2000, the new state of Chhattisgarh was carved out of Madhya Pradesh. After this, both the states found a solution by mutual consent at the time of distribution of employees. There was a mutual agreement between the two in the matter of sharing of assets, employees and increasing dearness relief to the pensioners. Under this, in the matter of giving dearness relief to pensioners, Madhya Pradesh has to take consent from Chhattisgarh according to the States Reorganization Act-2000. According to the Sixth Schedule of Section 49 of the Act, in the division between the two states, Madhya Pradesh has to give 73 percent and Chhattisgarh 27 percent. Accordingly, this situation is created in giving dearness relief. This section will remain till 2035. That is, the employees who have come into service in 1999, who will retire in 2035. Section 49 will be abolished after his retirement.

However, the Madhya Pradesh government had recently sent a proposal to give 11 percent dearness relief to the pensioners, in which Chhattisgarh has agreed to increase only 5 percent. Orders have been issued by the Madhya Pradesh government on Tuesday evening. After this, the DR of pensioners has gone up to 22 percent, while in the past, after an increase of 3 percent, employees have started getting DR 34 percent.
