Jammu and Kashmir: Modi government’s preparation to include ‘Balmiki Samaj’ in SC list

Jammu Kashmir Balmiki Community Reservaton: Amid growing indications of elections being held in the union territory, the Center has included the ‘Balmimki’ community in the list of Scheduled Castes (SC) in Jammu and Kashmir. Planning to join. According to the information, the Ministry of Social Justice and Empowerment is proposing to include ‘Balmiki’ in the SC list. ‘Valmiki’ The name of a community that is already included in this list is similar to the name of this community, but there is a difference in spelling. Balmiki caste people have not been able to be included in the SC list due to strict provisions related to identification as Dalit groups, due to which they are not able to get reservation and other benefits. 

According to the information, the Ministry of Social Justice and Empowerment has proposed to include Balmiki Samaj Samaj in the SC list. This proposal will be sent to the National Commission for Scheduled Castes to seek its opinion. After this, the proposal will be placed in the Union Cabinet for approval. After getting approval from the cabinet, it will be presented in the Parliament. 

Valmiki-Balmiki Controversy

The case of Valmiki/Balmiki is not controversial, as they have been a known Dalit community across the country. If sources are to be believed, some families of this community were sent from Punjab to Jammu in the year 1957-58 by the then Chief Minister of Punjab, Pratap Singh Kairon, in view of the strike of sanitation workers in Jammu and Kashmir. There has been a demand for inclusion of the Balmiki community in the SC list for a long time. 

Controversy over granting SC status to the hills

The BJP government at the Center has proposed to give Scheduled Tribe status to the hills of Jammu and Kashmir. However, the Gujjar and Bakkarwal communities have protested against this proposal of the BJP government. In view of this opposition to the central government, Lieutenant Governor Manoj Sinha recently assured the Bakkarwal and Gujjar community that giving reservation to the hill community will not affect the reservation quota of both of those communities. The Lieutenant Governor said that some people are trying to mislead these communities for their political gains. He said that he wants to assure that giving reservation to the hills will not affect anyone’s reservation quota.
